Job Summary:
The National Labor Relations Board (NLRB) is looking for a dynamic and energetic leader to join their Senior Executive Service (SES) Corps. The SES is comprised of men and women charged with leading the continuing transformation of government. These leaders possess well-honed executive skills and share a broad perspective of government and a public service commitment which is grounded in the Constitution. The position of Associate General Counsel is located in the Division of Legal Counsel, Office of the General Counsel. The incumbent serves as the principal executive in the Division of Legal Counsel, which is comprised of three branches. The Ethics, Employment and Administrative Law Branch provides the Agency with legal counsel and advice in non-mission related cases handling and various areas including Agency labor relations, employment and personnel law, government contracting, Federal Tort Claims Act matters, and government and bar ethics. The Contempt, Compliance and Special Litigation Branch conducts contempt and related litigation and provides compliance and contempt advice and assistance involving, among other things, the Bankruptcy Act and the Federal Debt Collection Procedures Act; conducts litigation and provides the Agency with advice and assistance when programs, statutes, or outside proceedings threaten the Agency's ability to carry out its mission; ensures Agency compliance with government regulations that affect its work, such as Administrative Procedure Act, statutes relating to Agency rulemaking, the Sunshine Act, the Health Insurance Portability and Accountability Act, the Right to Financial Privacy Act; and provides guidance and conducts litigation involving FOIA and Privacy Act issues. The FOIA Branch handles all FOIA requests and appeals processing for Headquarters and Regional Offices. In addition, the Agency's Lead Technology Counsel reports directly to the Division Head and conducts litigation and provides advice and assistance involving e-litigation matters.
